What does P0511 actually mean?

This is a wiring level fault in the idle air control circuit itself, rather than idle speed being wrong, so the computer cannot even command the valve reliably.

The code sits in the idle speed control area and is reported by the comprehensive component monitor. It names the circuit or the condition where the computer saw a reading outside its expected range.
